Abstract

Argues that the present US policy towards Central America is a recycling of a long-standing approach to the threat of political crisis in Central America, a preponderant role for the military in bringing about democracy which has not been successful in the past. It is based on a narrow and inappropriate conception of democracy which does not allow for democracy in the sense of a popular participation which lays great emphasis on social and political equality through mass organizations. -from Author
