Both government actors and their critics will try to escape blame for their occurrence, consolidate/strengthen their political capital, and advance/defend the policies they stand for. Crises thus generate framing contests to interpret events, their causes, and the responsibilities and lessons involved in ways that suit their political purposes and visions of future policy directions. This article dissects these processes and articulates foundations for a theory of crisis exploitation. Drawing on 15 cases of crisis-induced framing contests, we identify potentially crucial factors that may explain both the political (effects on incumbent office-holders/institutions) and policy (effects on programs) impacts of crises.Item Embargo Governing After Crisis(Cambridge University Press, 2008) Boin, Arjen; McConnell, Allan; 't Hart, Paul; Arjen Boin; Allan McConnell; Paul 't HartItem Metadata only Inertia or Change? In this article, we provide a heuristic to help understand political leader responses to blame in the aftermath of crises, emphasizing the crucial role of their leadership style on the political management of Inquiries. After integrating theoretical and empirical findings on crisis management and political leadership styles, we illustrate our heuristic by applying it to the Bush administration's response to Hurrican Katrina in 2005. We conclude by offering suggestions for further research on the underdeveloped subject of the blame management challenges faced by political leaders in the wake of acute crisis episodes.Item Embargo Organising for Effective Emergency Management: Lessons from Research(Blackwell Publishing Ltd, 2010) Boin, Arjen; 't Hart, PaulThe February 2009 bushfires have prompted a debate with regard to contemporary arrangements for dealing with large-scale disasters.
