Abstract

A knowledge production function was introduced into the evaluation of the projects performance of international S&T cooperation program and a particular evaluation model and a criterion system for the program were established. Based on this, a set of evaluation standards for different types of the project was given and compared with the practical level, which is beneficial to solving the problem of imbalance in previous studies. The analyzed results by a practical example show that the model can be used for various types of the project and provide a scientific basis for quantitative evaluation.
